I have the other owner's phone number and texted them about an hour ago - no response. Hopefully just because it's late and they'll respond in the morning. There was another person standing there throughout the whole incident, but he refused to be a witness in case it was needed.
My friend suggested I should post here and see if anyone was driving near the intersection and might have dashcam footage of the attack.

I love DC Bike Lanes, they make it much safer to bike than before, but recently they have noticed 2 weird traffic patterns they have caused and it got me thinking about right-of-way for the bike lanes. These are specific examples but I wonder if they are really that unique... For context, I read DC Municple Reg. Title 18, Section 1201.15, and it says bikes follow traffic laws not pedestrian signals unless in a crosswalk (1201.11) .
First, biking up Virginia Ave NW is a 2 way protected bike lane. Just after the Watergate is a right turn lane for a car to an access road for 66 (next to triangle park). When the main light turns green for traffic to go up VA Ave there is also green arrow for cars to turn into the access lane. I see cars often cut off bikers going straight in the bike lane because they have the green arrow. Does the turning car have the right of way because of the arrow or the bike because of a green light?
Second, 20th st NW has a 2 way bike lane on a one way street for cars. At 20th and I st NW I see cars taking a left turn in to bikes coming down the bike lane because they have a green arrow. The bike lanes have no traffic lights going against the flow of traffic. Does the bike have the right of way?

It's an older monitor, but still works well. I'm hoping for $50 or best offer. I'll include a power cable, and a VGA cable, if you want it.
